Follow-up Comment #1:
Taking this ticket to update main helpdata.txt for the changes in 2.5+. (I may
have missed some 2.6+ updates.)
This removes some text from the main help about road behaviour without adding
it to rulesets. Patch #3405 should deal with that once the exactly split of
handwritten and autogenerated text is sorted out.
* Merged pillaging section into main Terrain Alterations section.
* Updated words about city centres.
* Removed hardcoded road/railroad text that's no longer always valid.
