Details:
We plan to deprecate 'nreqs', since present="FALSE" achieves the same thing.
We'll remove 'nreqs' from all our supplied rulesets and deprecate 'nreqs'. We
may remove support for 'nreqs' later (not under this ticket).
Before we release this, present="FALSE" needs to work as well as nreqs did:
bug #21115.
(Created retrospectively to capture all the individual tickets for doing this
-- we have completed removal of 'nreqs' on trunk.)
