Follow-up Comment #1, bug #21857 (project freeciv):
I would check ACTIVITY_IRRIGATION and ACTIVITY_MINE first. Some time ago I
changed activity_requires_target() to return TRUE for them. Problem is, they
sometimes do, sometimes not (transforming the terrain instead).
