Follow-up Comment #2, bug #21851 (project freeciv):
I agree it seems related to the city windows.
Mine is kubuntu 13.10. I'm usign "oxygen-gtk" as theme in freeciv options,
instead of the default one.
Next time I'll try a different theme to see if this is the cause.
