Details:
Even after fixing bug #21519, we are shipping at least one ruleset with upkeep
>2 (multiplayer Fundamentalism food upkeep), which our current art doesn't
have pictures for.
Even if that ruleset turns out to be a mistake, it would be nice for our
tilesets to support modpacks with this sort of upkeep (now that the code
supports it: patch #3824).
I'm thinking that we support sprites for "3", "4", and "5+", with numbers
drawn onto slightly larger coins (etc), or something like that. Even I should
be able to draw that.
