Details:
In other clients the variable diplomat_target_id is a global array of possible
targets. In the Qt client it is local to popup_diplomat_dialog(). Since it is
used only once, immediately after it is set, it should probably be inlined
anyway.
(Action enablers made popup_diplomat_dialog() in 2.6 so different from the 2.5
version that this shouldn't impact backportability)
