Details:
With the extras work on TRUNK, and having other extra types to have prefixed
tags, plain road names as tags seem inconsistent. They are also the only tag
type where hardcoded prefix is added to it. Rework this for both TRUNK & S2_5,
so that tileset author is not required to make them in one form to 2.5 and
then again update to 2.6.
- Supplied rulesets use prefix "road." for road gfx tags
- Hardcoded prefix "r." is removed from tilespec.c for those sprites for which
it existed
- Old "r.c_%s_%s" and "r.d_%s_%s" formats have been rearranged to "%s_c_%s"
and "%s_d_%s" respectively so that the ruleset tag is always in the beginning
of the tileset tag
