Details:
When DIPLOMAT_SABOTAGE and DIPLOMAT_STEAL was split the xaw client wasn't
updated. It therefore won't work even if the rule set have kept the old hard
coded rules.
Action enabler support wasn't added to the xaw client since I was unable to
test it. This bug is about the regression with the standard rule sets, not
about the missing support for action enablers.
