Follow-up Comment #1:
Here's the basic patch to send players achivements to his/her client, as per
my original plan.
I don't really know what to do about alliance/team/world range requirements.
Certainly achievements should not be public information, or at least not all
of them (I'm considering definining this per-achievement in ruleset). Allowing
allied players to know achievements gtes complicated when alliances break
(human players remember former allies achievements gained by the time alliance
broke, so should the client, over save + reboot + load)
