Details:
The introductory blurb for "About Nations" claims:
"Nations [...] are identical in all other aspects and play by the same
rules."
But that's not guaranteed to be true of all rulesets. (Notably, in Alien
World, different nations have different properties.)
Generally this kind of help has "in the default ruleset" hedging.
