Details:
Couple of gaps I spotted in Alliance-ranged requirements added in patch
#4231:
* Surviving wonder requirements are not supported at Alliance range, but it
would be trivial to do so.
* is_req_active() with RPT_POSSIBLE returns the wrong answer for
Alliance-ranged building requirements.
