Details:
civ2civ3 ruleset has empty script.lua. I think carrying classic ruleset
functionality over to civ2civ3 by simply coping script.lua is in order. The
features provided by current classic ruleset script.lua are creation of Ruins
when city is destroyed, and random map labels at game start.
