Post patch #4354 and bug #21268, in a scenario with restricted start
positions, only nations with start positions will be listed in the online
help. This is not ideal, as other nations can appear, for instance through
civil war.
The patch sends a NATION_AVAILABILITY packet at game start which removes the
restriction to start positions. I'm not sure this is the right solution, but
it will do for now (and is also needed for an easy fix to bug #21380) -- the
alternative would be to expose the distinction between nations pickable in
pregame and those which can ever appear to the client. This will do for now.
