Details:
Add configure option --with-missinglist that outputs list of optional features
automatically left out from the build due to missing dependencies.
That should make it easier to detect cases where you can enable new features
by installing their dependencies. This is mainly meant for packagers, but even
I myself have severeal times found out after building freeciv on new machine
that it's lacking some feature that I would have wanted in (for testing the
build, if not anything else).
