Details:
in an action that can target (but also choose to refrain from it to improve
its odds) and one that can't. Give the targeted to spy (but not diplomat) and
the other to diplomat (but not spy).
Setting to work in progress as only the gtk3 client is supported and I want to
support gtk2, qt, sdl and sdl2 as well.
