Details:
* Move evaluation of a single action enabler to a separate function
* Change name of boolean functions to start with is_ as the code style says
Style question: The function for evaluating a singe action enabler is local.
Is the policy to always prototype a local function at the top of the C file or
does "Local functions should always be declared as static" in the code style
also include the implicit declaration in the definition?
