Follow-up Comment #2, bug #20570 (project freeciv):
In Monarchy doesn't it make sense to build 3 defenders to a) defend and b)
keep people happy? Wasting citizens as elvis is bad, too. And sharing some
other cities units would waste shields there (if it exceeds the 3 units
limit).
For each unit there are 3 things to decide: Where to build it, where to home
it and where to station it. And units might need to be re-homed over time as
things change.
