Follow-up Comment #2, bug #20828 (project freeciv):
Shouldn't need even that... even if ENABLE_NLS is disabled,
skip_intl_qualifier_prefix() still strips the prefix, and you'd normally end
up calling that (e.g. utype_name_translation() -> name_translation(), uses
field originally populated by names_set() with Q_()).
