Details:
mkinstalldirs is one of those auxiliary scripts I'm not sure we should have in
our version control at all. Current file was added under version control 2006
with commit message "Add mkinstalldirs file back - it is not autogenerated."
Anyway, if we have it, we should also keep it updated. Attached patch updates
it to automake-1.13.1 version (latest). I'm not sure about the update policy;
should we use mkinstalldirs from the latest, or from the oldest automake
version we support?
