Details:
INSTALL.Cygwin claims to speak about "current" version, but it's in fact been
unmaintained for a very long time - it document's compiling of gtk+-1.2(!)
client!
Add note about that to the top of file. Also do obviously correct fix of
calling programs by their current name (civserver.exe -> freeciv-server.exe,
civclient.exe -> freeciv-<gui>.exe)
