Details:
Add optional "desc" field for effects. (It's what I would consider effects
"name" if that was not already taken word).
It's not used at all yet. My primary motivation is to provide human readable
name for effects in ruleset editor I'm working (or were, latest version is on
another broken harddisk) on.
We could also provide this name to client to be displayed instead of
descriptions automatically constructed from requirements. That would require
making it translatable, though.
