Follow-up Comment #1:
* Escape chance now depends on delta of power_fact from base level. So for
power_fact=100,105, the green Spy gets diplchance percent, and the veteran
gets diplchance+5.
* Effects on existing rulesets:
** classic, experimental, default, civ2civ3: no change
** civ2: +5% change for veteran spy to escape
* Added help text about escape chances (depends on fix for bug #19851).
