Details:
Add roads help page to help browser. This includes server side (reading
helptexts from ruleset and sending to client), client common, and gtk3-client
help browser part. I didn't add roads item to main help menu, they are
available in help browser only once you get there (mainly because gtk2- and
gtk3-clients share gtk_menus.xml)
Noticed also that while base type help as all the code required, it doesn't
have entry in helpdata.txt meaning it's not used at all.
