Follow-up Comment #4, bug #16288 (project freeciv): Hold on. For me at least, a freshly generated freeciv.pot starts like this:

So msgstr isn't actually empty. And indeed, the error messages in the original submission appear to be referring to the content of those header entries (not shown in the report), albeit using the line number of the start of the string. Aren't they in fact just reminding the translator that they need to change the defaults that came from freeciv.pot?
