Follow-up Comment #1, bug #17216 (project freeciv):
I don't recall seeing this. I can't reproduce it now, with head-of-S2_3
(r21391).
For me, it takes a little while before anything much visible happens after
pressing "OK" the first time, which is annoying, but stuff does happen
eventually.
