Details:
I had Fortress that claims ocean tile next to my city. I lost that fortress to
enemy who moved to it.
Borders didn't change at all (I own fortress tile, and thus everything that
fortress claims). I think this is probably because fortress is within city
area, and fortress should not claim already claimed city tiles. The border
source tile itself (fortress) should be exception to this rule (fixing this
part presumably fixes all the other misclaimed tiles such as the ocean tile
which should be claimable by the fortress only)
