Follow-up Comment #3, bug #16444 (project freeciv):
Actually, I strongly think that ruleset should look like tilespec files. There
should be a general file (like "default.ruleset") that include all others
"default/*.ruleset". And only *.ruleset files should be listed in the client
(or maybe a field named "name".
On the other side, the server should not say what is the ruleset directory but
its actual name (like at client side).
