Follow-up Comment #2, patch #3150 (project freeciv):
- Adjusted math so legal range of trait values gives more usable results
- Couldn't easily make TRAIT_DEFAULT_VALUE (is 100, but should be 50) give
results that we want by default while maintaining sane behavior for value
range 0 - MAX_TRAIT_VALUE. Override TRAIT_DEFAULT_VALUE in default & civ1
nations.rulesets instead.
