In autosettlers.c there's a definition:
/* if an enemy unit gets within this many turns of a worker, the worker
* flees */
#define WORKER_FEAR_FACTOR 2
However, this is never used anywhere (and I don't believe workers currently
have any such sense of self-preservation).
Digging into the history, this came in with r10431,

<http://svn.gna.org/viewcvs/freeciv?revision=10431&view=revision>. Originally
a patch to clean up this pre-existing behaviour of autosettlers, it became a
patch to remove it for various reasons ("OK, v.2 of the patch. Autosettlers
now fear no evil."). But it looks like this was accidentally left in.
(Any proposals to attempt to reinstate such behaviour to another ticket
please...)
