Details:
It's been suggested on freeciv-i18n that having the Windows installer prompt
for a language to use would make it much easier for non-technical users to use
languages other than English; the batch file recently provided helps with
this, but using it still requires a slightly daunting procedure

If the installer could prompt for a language code to populate the menu
shortcut with initially, that would probably help. (A drop-down would be best,
but a text box would be better than nothing.)
There's been at least one report of Freeciv picking up the system language
(Spanish) on its own, although the evidence is that this only works for
"major" languages; so the current behaviour should remain the default, for the
benefit of the languages where it Just Works.
(This is almost certainly too late for 2.3.1, of course.)
