Follow-up Comment #3, patch #2978 (project freeciv):
This is an example of the problem... in that game, there are only 3 diplomats
next to Novi Sad city, to the south on serbian territory... I've seen 10
diplomats or spies next to enemy or peaceful cities on other games...
Start the game and press turn done... there are 3 diplomats waiting next to
an enemy city...
