Follow-up Comment #2, patch #2976 (project freeciv):
Personally, I'd recommend ditching the swallowtail and making it a straight
bicolor. That's how I treated such flags in the past. If nothing else, it'd be
a bit silly when the swallowtail is rendered into the shield graphic. ;)
