Follow-up Comment #17, bug #18549 (project freeciv):
I have just tested the patch, and the assertion has disappeared, so it seems
to work.
However, this is the only difference I have noticed. Before applying the
patch, the city tile couldn't be transformed to ocean, even by Engineers.
