Follow-up Comment #1, bug #18712 (project freeciv):
I've been getting random nations in recent trunk testing.
I notice that there's an Austrian leader called "Matthias". If your login
name matches a leader name, there's a feature (or "feature") where the game
will pick that nation for you.
