Before Empire_Size_Step was re-implemented as an effect in 2005 (r10382
<http://svn.gna.org/viewcvs/freeciv?view=rev&revision=10382>, RT#12757
<http://bugs.freeciv.org/Ticket/Display.html?id=12757>), civ2's Fundamentalism
government had an Empire_Size_Step of 12 (every 12th additional city would
make another citizen in each city unhappy). When changed to effects, this
seems to have been lost -- now there's no continued effect from empire growth
(like Communism). Nothing in the change or ticket seems to indicate this was a
deliberate change.
Should we change it back?
(This has since leaked into multiplayer.ruleset in 2.3 as well; since the two
implementations are currently in step, IMO if one is changed, the other should
be too.)
