Details:
If you save a setting in conf file (for example: citymindist) this value is
only kept if you do not change ruleset.
ie: selecting experimental ruleset resets the value for citymindist, ever if
citymindist is not changed/forced in ruleset
It only applies if changing ruleset from "new game" page; it do not applies
if /read command is used
