Follow-up Comment #1:
No comments... attached a patch which disables the Veteran_Combat effect of
Sun Tzu entirely, on the grounds that that's closest to the current behaviour
and also seems in keeping with the ethos of this ruleset, which is to reduce
the power of wonders.
If no further comments soon, I will likely commit this before the 2.3.0
release.
