Details:
$subject messages appear frequently even for cities with normal radius. Is
limit of 10000 simply too low?
Besides, what is the order of the iterations? Is it guaranteed that best of
those 10000 iterations is at least acceptable if not best of all possible? Or
is it possible that all 10000 are systematically from poorer end of all
possibilities?
