Follow-up Comment #1:
These are in the help for bases I added in patch #2049. You should be able to
see them in the help for bases like fortress, airbase, and so on (Terrain >
Terrain Alterations > Fortress, etc, in the help).
They are the build cost for the base in settler-turns (that is, movement
points), similar to the costs in the tables in the Terrain > Terrain
Alterations help topic.
I'll add some TRANS comments to try to clarify this.
