Details:
This patch makes miscellaneous updates to TRANS comments:
* Adds some new comments to clarify issues that arose in the Polish
translation <https://mail.gna.org/public/freeciv-i18n/2011-01/msg00001.html>
* Adds comments about the leading spaces used for nesting in the built-in
help
* Moves some TRANS comments closer to their strings so that they actually
appear in po-files (cf bug #15478) (S2_3/trunk only)
