Follow-up Comment #5, bug #17004 (project freeciv):

It's serving modpack files over http, so web server is enough. Modpacks are
currently not served as tarballs, but each file is fetched separately. I
couldn't find any usable library to handle tarballs (especially as Freeciv is
GPL 2, not 3)
