Patch updated against recent trunk.
Jos, I could not help but noticing that in the last revision of the German
ruleset on trunk, you've not only left the conflicting nations in but also
appended the newly added nations that are part of today's German Federation.
So I've left any changes to the German ruleset out of this patch and leave it
up to you to make any further changes there.
