Details:
in government_ruler_title_new() [government.c::242]: assertion 'NULL == ret'
failed.
Ruler title for government "Despotism" (nb 1) and nation "Khazar" (nb 175)
was set twice.
Looking at data/nations/khazar.ruleset, it appears that there are 2 two line
for Despotism ruler titles.
