In the i18n page [1] we can see that:
"Freeciv solves this problem by introducing the concept of qualified
translatable strings. Strings are "qualified" by prefixing them with a
descriptive tag, surrounded by "?" and ":"."
There is a better way to solve this, as gettext tools have solved the problem
using msgctxt. All the information can be found in the manual page [2].
I think it will really help translators and at the same way, solve future
problems.
