Follow-up Comment #3, bug #16672 (project freeciv):
If "naturalcitynames" is set, then it picks the first city of the list
including 1, 2 and 3 in the other. Else, it does the same except it has a
random factor. So if we are at the end of 1, it can pick a name of 2, etc...
