Follow-up Comment #1:
Of those options, displaying the city size is the easiest; working out which
improvements could satisfy the requirement in general is hard (given how
configurable the rulesets are -- there could be multiple improvements
enabling growth), and building-dependent message suppression would require a
whole new way of doing options.
The attached patch does this for 2.2.x and the trunk, although I don't know
if we'd actually apply it so S2_2 as it's a string change affecting
translations.
