Details:
following the discussion in patch #1687 this page tries to further reduce the
size of the city dialog (gtk2); changes:
- at scrollbars to the city map in the gtk city dialog (overview page and
happiness page)
- reduce size of the citizens happiness table
- missing: center city map on start and after switching to another city
