Follow-up Comment #2, bug #14204 (project freeciv):
Theoretically easy to do -- it's just a matter of adding the _(...) macro to
each string.
However, it would introduce thousands of translatable string which could
arguably overwhelm translators. Even intra-wikipedia scripted translations
would have to be checked by a human translator for correctness.
As such, if we want to proceed with this I suggest introducing a hard cap on
the number of leaders and cities for each nation. Something like 5 leaders
and 25 cities each.
