Follow-up Comment #5, bug #15807 (project freeciv):
Just reading the diff from r17256, in science_dialog_text(..) from
client/text.c
The old code special-cases the A_UNSET case. The new code unconditionally
calls total_bulbs_required, before checking A_UNSET.
