Details:
Nations with their starting positions as defined in a scenario should be
respected by the server.
For example, if you load the 'British Isles' scenario, leave all settings as
default, and hit start, the initial nations should be Scottish, Welsh,
English, Cornish, and Irish.
When I tested in S2_2 r16674, the starting positions seemed fine but the
starting nations were mostly randomly picked from the default ruleset.
